If you're looking for a gravel bike on a low budget, I'd suggest a secondhand Boardman.
I paid £250 for an ADV 8.9, but it did need a fair bit spent to get it running well.
You might get one of the lower spec ones for £250 off FB marketplace or ebay.
I know it's not what you were asking, but the point is that they are good bikes full stop. Not just good for the price.
