So building a dirt jump bike and for some reason can mainly find 20mm axle front wheels or qr ones and I need a 15mm. I can find specific hub adaptors but does anyone just make a sleeve kind of adaptor?

Depends on the hub.
Both my Superstar and Nukeproof front hubs came with swappable end caps for different axle sizes.

20mm axles are 20x110
15mm (assume non boost) is 15x100
So, you can't sleeve down a 20mm wheel axle to make it work on a 15mm fork.

OP.

Are you looking for 26" dirt jumper type wheels? I've got some tough Sunn rims on Hope Pro2 hubs. 20mm / QR front, can be converted to 15mm with adaptors, SS / Trials bolt in rear. Black rims and hubs, white spokes.

The adapters add about 3-4mm to the axle

Probably give uneven wear on the forks

So now it's a 113-114 x15 wheel rather than 100x15?

I can't see how that works?
It's essentially like trying to put a 148mm boost rear wheel in a 135mm rear end.

My Superstar and Nukeproof are both 100x20.

What forks do you have and what size wheel you looking for?

If you want non-boost 100mm front hub I have a spare Superstar Switch Ultra with 15mm and 20mm adapters.

so I’m after a 26” front wheel with a 15mm axle. Non boost. Got a suntour raidon fork. It’s only a budget build! I did place a wanted add d have been looking on eBay. It’s annoying as I binned one last year!!

I've got the wheels from this spare if they're any use? 135x10 rear and what was originally a 20x110 modified to 15x100-

I just took the end caps off the hub and made a couple of sleeves to suit 15x100 forks.
