Just to check I'm not being stupid:
1. The 2019 Scale 900 Elite and 940 share exactly the same spec except tyres and the 940 has a sexier paint job.
2. There is only one 2019 HMF frameset. Hence the "910 frameset" (RRP £1199) is in fact the same as the one on the 900 Elite / 940. So for an extra £200 you get 12 speed NX, Judy forks, and OK wheels to ride through winter. Moreover, thanks to cyclescheme that +£200 is actually around -£300 in reality.
Without looking, it's unlikely that the 900 elite wouldn't be too spec hmx carbon.
910 hmf and historically 940 - or a lower spec frameset - would normally be alloy.
I didn't think you could buy an alloy frameset though now. Could be region specific though from when I last looked.

Full Bike wise, 900 team (don't see elite..can you link it) is Sid, 940 is price point Judy. It will be a world different than just tires.
Scott's frameset pricing is relatively high as its normally top spec carbon.
I bought a Ransom tuned frameset for the same as a full build ransom 910. (Because HMX and kashima)

Basically it doesn't seem worth considering the frameset only.
Interesting, that makes absolutely no sense to me!
I know Scott go deep with SKU's but 2 bikes in a different "colorway" [ 😉 ] with almost identical specs is bonkers.
normally matching build kit spec bikes would be differentiated by frame material.
Personally I'd go for the 900, mostly as the yellow isn't my taste (may well be yours) but the Silver with the 'higher spec' model number may be easier to sell I would think when you shift it on.
As far as frame only.. you're right, seems to be no point really
