I did ask salsa and they said no (because they hadn’t tested the combination) but is there any reason not to stick 650b wheels and 2.25 tyres in a salsa warbird, which currently runs 700c with 40mm tyres (assuming there’s enough clearance)? Is clearance likely to be an issue

Only one way to find out.
Not sure if it’s any help to you but I’ve run 650b x 2.1 in my 2017 Vaya, had intended to build up a spare set of 650b wheels but ended up with a new Salsa El Mariachi so sticking with 29er.
(I’m selling the 650b rims if you’re interested)
It will work with a pretty fat tyre although I don't know about all the way up 2.25"; you might need to go slightly thinner on the tyre. I have used a 650bx38 (1.5") and there was loads of clearance, but probably not an extra inch - or if it fits, just, you might get problems in mud:
