I am currently using a specialized slaughter 2.3 on a 25mm rim and find it a very good tyre if a little narrow. Given that the new specialized 2.6 tyres are undersized and actually come up at 2.4 ish will they be ok on 25mm internal rim rather than the 30mm and up rims that most of the new 2.6 tyres are designed for?

be fine. I fitted a 2.6 butcher to 23 internal and it was a good shape. Not too rounded at all.

I have a 2.6 butcher on a roval 30mm width rim. Width is around 63mms and overall height is 60mm. So that's 2.5, not 2.4. I also have the Magic Mary on a roval 30mm. It's 60mm width and 56mm overall height which is the 2.35 as stated in the box. Doesn't sound like much but when you look at them side by side there is a bit of a difference. Not sure where I'm going with this but at least you have some facts and figures to look at. Can send some pictures of you want.
Why not try the magic Mary because if the Slaughter is small like the butcher then it's probably closer to a 2.2? At least you know with the Magic Mary that you shouldn't have any issues with it fitting the smaller rim and you're getting closer to what you pay for i.e 2.35.
<span style="font-size: 0.8rem;">Larger tyres need the correct width rim for proper bead engagement with the rim wall. Why risk a trip to A&E because your tyre has unseated as your skelping round a corner? Especially as I imagine you'll want to run it at a lower pressure as is the norm with these tyres.</span>
