Potential numpty question here: I'm about to buy some new wheels for a stock Giant Anthem X3 from Merlin. Slightly confused as to what axles I can spec, though. Is it the hub or the fork that determines what size axle you can use? Is there much benefit to 20mm vs 15mm?

it's the inner diameter of the hub shell that determines your options
The bigger it is, the more options as you an step down from 20 to 15 or even 9mm qr with adaptors (assuming it's a sensible manufacturer). The axle comes with the fork
20mm vs 15 ? bit stiffer probably but I doubt there's much for a mortal to notice (20mm forks tend to be stiffer but I doubt that the axle size does all that much in comparison to the amount of wiggle that the legs will show, and 20mm forks these days are burlier but also heavier as a generaliation)

The inner diameter of the hub and the fork, and the diameter of the thru axle must all match. When choosing a a front wheel your forks determine the axle standard i.e. QR, 15mm or 20mm. Whilst you can adapt some hubs to different standards, I'm not aware of any adaptable forks.
Its the forks, you cant get any adaptos for the forks, so you have to buy hubs that fits your forks, or adaptors for the hubs to fit the forks
